The enemy may be silent. He is everywhere around this city where we are now locked up with the army. He knows that here the fate will be decided. He is waiting. He probably cannot believe that the army will subscribe to the diabolical plan. He knows that his victory, the rush, the looting, and the carnage do not depend on his savagery or his fury, but on the decision the army will make.

With the army we can do anything, because we remain citizens. Without it, we will only be mutineers.
